Burma Road Building

There is a building on Burma Road that has two large steel arches over a building with wires going down to the ground or the building. I've attached a picture.

Can you tell me what this is?

Answer:

I just went by myself on my last visit. The location is Pier 2 on the Navy Base.

Unfortunately, no one was around for me to ask about this structure's purpose.
